Foundation requirements. What "permanent" actually means.

For a manufactured home to qualify as real property — eligible for FHA Title II, conventional, VA, or USDA financing — the foundation must meet HUD's Permanent Foundations Guide for Manufactured Housing (PFGMH). Not all "concrete underneath" foundations qualify. Pier & beam alone usually doesn't. Four foundation types. Two qualify as "permanent."

Manufactured homes can sit on several foundation types. Only two of them — full perimeter foundation and basement — reliably meet HUD's PFGMH "permanent" standard for real-property financing. Pier & beam and slab can sometimes qualify with engineering modifications, but the default versions usually don't.

Slab-on-grade alone rarely qualifies. An engineer can sometimes design a stem-wall addition to bring it into compliance — case-by-case.

Six things an engineer actually checks.

When you order a foundation certification for FHA/conventional financing, a licensed structural engineer evaluates these six dimensions. The certification ($350–$850 typical) is a written letter stating compliance — required for closing on real-property manufactured loans.

PFGMH 01

Footings below frost line

Footings must extend below the local frost depth (typically 12–48 inches depending on climate zone). Pier footings must be sized to support load — often 16"×16" or larger concrete pads.

PFGMH 02

Anchoring system

Home must be permanently anchored to foundation — typically through galvanized steel straps from chassis frame to anchor bolts cast into footings or perimeter wall. Wind-zone-specific spacing requirements apply.

PFGMH 03

Continuous perimeter wall

Perimeter must be enclosed by a continuous wall of concrete, masonry, or treated wood designed to support the home — not just decorative skirting. Vinyl skirting alone does not meet PFGMH.

PFGMH 04

Wheels & axles removed

Towing hitches, wheels, and axles must be permanently removed. The home cannot be transportable. Failure to remove these is a common reason for failed certification on otherwise compliant foundations.

PFGMH 05

Site drainage

Grade must slope away from foundation. Crawl space (if any) must have proper ventilation per local code. Standing water under the home is a frequent compliance issue requiring grading work.

PFGMH 06

Utilities permanent

All utilities (electric, water, sewer, gas) must be permanently connected — no temporary or above-ground service runs. Service entrance must be code-compliant for the jurisdiction.

The full PFGMH document is published by HUD and runs ~250 pages; engineers reference it during certification. The checklist above covers the most commonly-flagged compliance items. "Engineer" means: requires a structural engineer's certification that the foundation can be brought into compliance through specific modifications. Often eligible after upgrade work. If your foundation is in the "Engineer" or "No" column for your preferred loan, talk to LHFS about upgrade-and-refi paths — the math often works.

If your existing foundation doesn't meet PFGMH and you want real-property financing, here's what conversion typically costs. Total upgrade cost: usually $8,000–$25,000 depending on existing conditions, state requirements, and engineering scope. The break-even from chattel→real refi savings often hits within 18–24 months.

Engineering & certification

$350 — $850

Licensed structural engineer evaluates the existing foundation, designs any required modifications, issues compliance letter at completion. Required for FHA Title II / conventional / VA loans.

Perimeter wall construction

$5,000 — $12,000

Concrete or masonry perimeter wall around home footprint. Cost varies by home size (typically 14–28 feet wide × 60–80 feet long for double-wide) and local labor rates.

Wheels, axles, hitch removal

$500 — $1,500

Permanent removal of transport hardware. Some installers include this in the original delivery; others charge separately. Required for PFGMH compliance.

Anchoring upgrade

$1,500 — $4,000

Additional anchor bolts tying chassis to perimeter wall or footings, sized per wind/seismic zone. Often combined with perimeter wall work.

Site drainage / grading

$1,000 — $5,000

Grading work to slope grade away from foundation, sometimes adding gutters, French drains, or vapor barriers. Highly site-specific.

State filing & title surrender

$200 — $2,000

Affidavit of Affixation filing at county recorder, vehicle/MH title surrender at DMV, and state-specific real-property recording fees. State-by-state variance is wide.

Yes, though more complex and costly than initial installation. Process: lift home, remove existing piers/supports, install new foundation per engineered plans, reset home, anchor properly, certify.

Often justified by financial benefit: chattel-to-real-property conversion typically pays back retrofit cost in 3–5 years via lower mortgage rate. Run the numbers before deciding.

Common situation, especially with older manufactured homes. Many homes set in 1980s–1990s used piers without code-compliant anchoring. These don't qualify as HUD permanent foundation today.

Remediation: structural engineer evaluates existing setup, recommends upgrade path. Usually involves adding anchoring straps, strengthening piers, ensuring footings are below frost line, and certifying the upgraded system.

The foundation itself can be hidden behind skirting, but the engineered components must be accessible for inspection. Most installations use removable skirting panels that allow access for foundation review.

Skirting also has its own code requirements: ventilation openings, access doors, fire-resistant materials in certain zones.

Permanent foundation typically reduces insurance premiums. Homes on permanent foundations qualify for standard homeowners insurance (HO-7 form), which is cheaper and broader than mobile home insurance.

The savings stack with financing benefits: lower mortgage rate + lower insurance + tax stability after real-property classification = significant lifetime cost reduction.
